Is Speechify a competitor or a different category entirely?

Mostly a different category. It is designed for listening to text you already have, whereas this is designed for producing audio that other people will listen to. The overlap is the underlying technology, not the job.

Does Speechify publish a character quota?

Not on the pricing page as checked. Plans there are presented by feature rather than by a monthly character or word allowance, which makes a direct per-character cost comparison impossible to state honestly.
